You know what to do.
I set up two walls beside my subject with strobe lights reflecting off of them. Also, I put blue gels over the strobe lights to create the blue light in the background. Each of the strobe lights power were set up at 4.5. The camera was about 2 feet away from the subject. My camera settings were Exposure: 0.4 sec at f/6.3 ISO: 100. I had a couple problems with figuring out lighting. I also had a problem with getting the color to pop in the background until I lowered the power of the lights. Also, I had to work with the subject to get the right feeling that I wanted which is a dramatic feeling.
